For weeks now, Berlin's judicial system has been battling a serious shortage of yellow envelopes. At first glance, this wouldn't appear too much of a problem, were it not for the fact that, as a result of this small logistical hiccup, parts of the justice system are now unable able to send convicted felons to prison.
